Emergency Diesel Generator _s Reference 2 transmitted a description of the Demonstration Test Program undertaken by Detroit Edison to restore confidence in the Fermi 2 Emergency Diesel Generators.
Detroit Edison revised the program in Reference 3 to address questions from the NRC discussed in our February 14 meeting and subsequent telecons and transmitted it via Reference 3.
Peference 4 provided NRC's evaluation of Edison's Demonstration Test Program and took exception to some aspects of the intended bearing inspections.

,D Ms. Elinor G. Adensam July 24, 1986 VP-86-0099 Page 2 Detroit Edison plans to respond to Reference 4 following a thorough review of NRC's position.
There is insufficient time to thoroughly review and prepare a reasoned response to Referenca 4 prior to restart of Fermi 2.
So as not to prejudice NRC's decision on the restart schedule, during the period between resumption of Fermi 2 operations and NRC agreement with Detroit Edison's inspection program, Detroit Edison will comply with the more restrictive requirements of the NRC's position in Reference 4.
Specifically, Reference 4) takes exception with two aspects of Edison's bearing inspection program:
- 1) the number of " dry" starts between bearing gap checks; and
- 2) the frequency of special visual inspections on bearing No. 13 on the upper crankline of EDG No. 13.
A bearing gap check has been performed on EDGs 13 and 14 which " dry" started on July 15.
All bearings passed.
Detroit Edison will perform bearing gap checks after every " dry" start of the EDGs until we obtain NRC agreement with an alternative frequency.
Also, Detroit Edison will not exceed the " envelope of acceptability" established by the Demonstration Test Program without performing a special visual inspection on bearing 13 of EDG 13 until we obtain NRC agreement with an alternative.
As indicated in Section V of Reference 3, and also in Reference 4, Detroit Edison understands the
" envelope of acceptability" to include 10 fast starts and 30 slow starts.
