Dear Mr. Miraglia:

Messrs. Miner and Spickler of ONRR and Messrs. Wenslaski, Fish, et al., of Region V, met with District staff on February 11, 1987, to discuss Meteorological System and Emergency Dose Assessment Methodology improvements.

'Ihis letter is sulxnitted to affirm cmmitments made by the District which will be cmpleted prior to restart.

Attachment A provides detailed cmmitments regarding system hardware changes, administrative procedure changes, and training program changes. As discussed with Mr. Spickler, the District requests return confirmation of approval to remove dew point sensors from operation. Dew point information is not needed for required annual or semiannual reports or dose calculational input. 'Ihe District, therefore, interris to remove these sensors fran operation upon receipt of written approval.

Attachment B provides detailed ccanitments, to be cmpleted prior to restart, regardirxJ Emergency Dose Awsent Methodology.

An additional submittal regarding long term program improvements and a schedule for implementation will be provided by April 1, 1987. 'Ihis submittal will address the proposed resolution of concerns regarding delta T divergence relative to tower location and configuration, as well as wind speed and direction concerns relative to tower interference.

By restart: Efforts to further reduce delta T divergence will be inplemented; Formalize h = ntation and interdepih.i.amuival coordination; Inprove surveillance procedures and calibration methods; Inprove training.

DETTAIIS:

1. Hardware
a. Place 10 meter temperature sensors in same motor aspirated shield (current primary channel)
b. Provide motor aspirator failure indication (10 meter) in Control Room
c. Dew point sensors relocated in aspirator shield (current backup channel)
d. Remove dew point sensors upon receipt of NRC approval
2. Procedures
a. Revise AP.66 and AP.67.
1) Define data archival process
2) Formalize organization and interdepartment coordination
b. Revise SP.200.17 and I.016
1) Stand alone surveillance procedures
2) Incorporate MIDAS and NOVA QC checks
3) Calibration of NS/WD sensors in wind tunnel on rotating

RESTART COMIIMENIS TO THE NRC EUR DOSE ASSESSMENT SCOPE:

By restart: All of the sir.rwcy preparedness dose calculation procedures will be re-written and revised; The mimcwWter backup for dose assessment system (Apple) will be replaced by a hn=nted IIM-PC/AT system; The IDAM, which is the primary dose acaanament system for tle Control Room, will be upgradad to include dose projections for 2, 5, and 10 mile areas and all relaaaa points; A purchase order for an upgrade or replacement for the MIDAS dose projection system will be iamwi by restart.

DETTAIIS:

1. The iodine fraction removed by the plant vent charcoal filters will be established for the reactor building stack and auxiliary building stack.
2. A methodology for performing +v:a calculations for releases through the secondary side will be developed.
3. Instructior's for the use of the backup dose assessment ocmputer system will be included in the emergency dose an===nt procedures.
4. The NOVA cartputer will be included in all dose ancaam=nt procedures as a backup source for meteorology.
5. A purchase order for class "B" meteorology model will be issued by restart.
6. The iodine fractions for various accident scenarios will be reviewed and revised as rwwiad.
7. The revised &vm amman==nt procedures will incorporate methodology to convert containment high range monitor readings to source terms.

8. Fifteen minute average meteorology will be provided to the IIRDS dose projection system.
9. AP.512 to be revised to include methods for evaluating hypothetical accident conditions.
10. Dose assessment procedures will be modified to address changes to dose assessment software.
11. Backup dose assessment program will be approved under AP.52
12. A presentation to NRC on changes to dose assessment programs and procedures will be conducted before restart.
