10CFR50.71 Revision 4 of USAR Cooper Nuclear Station NRC Docket No. 50-298, DPR-46 Pursuant to 10CFR50.71, Nebraska Public Power District hereby submits one (1) original and twelve (12) copies of the fourth revision (dated July 22, 1986) of the USAR for Cooper Nuclear Station.
This revision reflects changes made since the last submittal of the USAR and is current for completed work g) es of January 22, 1986.
(LJ An identification of changes made under the provisions of 10CFR50.59 but not previously submitted to the Commission are as follows:
Design Change 82-079 This Design Change authorized replacement of essential fan motors (exhaust fans) on the Standby Gas Treatment System as part of the effort to qualify Class I electrical equipment in Cooper Nuclear Station to NRC IE Bulletin 79-01B requirements.
The fans driven by these motors provide the flow through the SGT system.
Design Change 84-138 This Design Change authorized modification of the Reactor Recirculation suction and discharge valve reactor side discs so that hydraulic locking of the valve discs cannot occur.
The modification involved drilling 3/16-inch diameter holes in the subject reactor side discs, thereby providing a vent path for the volume of water between the valve discs.
Design Change 84-180 This Design Change authorized the installation of equipment to provide the capability to operate the diesel generators from the local panel and l
f7 to isolate the control cables associated with diesel generators between y!
diesel generator rooms and Vertical Board "C" in the Main Control Room.
This isolation is accomplished by installation of two-position isolation 8607280034 860722 PDR ADOCK 05000298 K

switches on the Diesel Engine Panel.
The isolation switches allow operation of the diesel generator when its cables are damaged or destroyed by a fire.
Also, Revision 3 of the USAR included two revisions as a result of design changes, and it has been determined that the work on these changes has not actually been completed.
As a result, previously incorporated revisions for these two changes are being removed.
The two concerned changes are as follows:
Design Change 83-23 This change would have provided for the installation of an additional vacuum breaker in the HPCI exhaust line.
Completion of this modification is planned for a later date.
Design Change 83-92 This change would upgrade the screen wash system in the intake structure by change out of screen wash pumps and installation of some new strainers and piping.
Present plans are to complete these modifications at a later date.
The next revision of the USAR will be submitted on or before July 22, 1987.
Additionally, Attachment I is a List of Effective Pages for the Fourth Revision of the USAR 'and should be inserted behind this letter after the front cover of Volume I in place of the letter and List of Effective Pages for the Third Revision.
