REQUEST FOR ASSISTANCE IN REVIEW 0F DOE'S FINAL ENVIRONMENTAL ASSESSMENTS This memorandum confirms our recent conversation in which you agreed to have J. Surmeier assist our overall review of DOE's Final Environmental Assessments (EAs) as a member of the Decision Support System Review Team (DSSRT).

On May 28, 1986, DOE issued'five final EAs. The staff will review these documents following the Standard Review Plans which I have enclosed for your i information and use by Mr. Surmeier. The one area for which I requested your i assistance is the DSSRT review described in Section 10.1, nos. 4 and 5.

The purpose of the DSSRT Review is to provide me with an independent review of the DWM staff's comment package, by senior NRC staff members not directly involved with the review of the FEAs. This would be a best level of effort review and would consist of the following:

o Reading of all comments and Commission Paper (approximately 50 pages) o Identifying inadequacies obvious to the reviewer depending on his

) background with respect to product requirements 1 through 8 given below (Section 5.2, page 7, 8 of the FEA Review Plan) and recommend resolutions.

1. Technically defersible
2. Accurately represents FEA information (i.e., FEA has been correctly quoted / represented including recognizing what is said j on a given topic in all chapters and appendices of the FEA)
3. Consistent with FEA review plan objectives (see Section 3.0) and responsibilities (see Section 8.2)
4. Technically consistent within a discipline and across projects l

6. Consistent with NRC-HLW policies and technical positions
7. Written in a clear, concise, complete, and specific manner consistent with procedures 1 and 2 on comment and product content (see Section 11.0)
8. Written in an objective and factual tone consistent with procedures 1 and 2 on comment and product content (see Section 11.0)

Of course, within the limited time available, we would only expect that the DSSRT members become generally familiar with the kinds of material and the organization of the material in the five final EAs. Participation in the DSSRT review will require a full time commitment for approximately one week (August 21-27,1986) when the actual DSSRT review will be conducted, and intermittently before August 21 for reading draft comments and familiarization with five final EAs to prepare for the review. The above dates are our current best estimate. To assist the DSSRT, WM staff will brief them on the FEA review plan and the final EAs.
