NAC International Letter, Request for Exemption to 10 CFR 72.234(c) for the NAC-UMS* Universal Storage System (Docket No. 72-1015) at Maine Yankee, July 19, 1999 In accordance with the requirements of 10 CFR 71.93(c), NAC International (NAC) hereby provides notification that material procurement for Transportable Storage Canister (s) (TSC) for use in the NAC-UMS* Universal Transport Cask and the NAC-UMS* Universal Storage System is scheduled to begin in early October 1999. Actual fabrication activities will begin upon receipt of the materials. A similar notification has been submitted to the NRC in accordance with 10 CFR 72.232(c) by Reference 3.
Both notifications of the initiation of fabrication activities are contingent upon NRC approval, prior to early October, of the Request for Exemption (Reference 4) to 10 CFR 72.234(c), which does not permit the start of fabrication of spent fuel storage system components prior to issuance of the final Certificate of Compliance for the NAC-UMS* Universal Storage System.
The TSC, a stainless steel cylinder with a welded botton plate and dual welded lids, is the confinement / containment component for sput fuel fm both the UMS* storage and transport systems.
The NRC Spent Fuel Project Office has performed the initial review of Reference 1, which documents the adequacy of the NAC-UMS* Universal Transport Cask, including the TSC, to meet the requirements of 10 CFR 71. Based on that review, a Request for Additional Information, RAl-1, is l
scheduled to be issued by August 31, 1999. Following receipt and acceptance of the additional information, the Certificate of Compliance (CoC) for the NAC-UMS* Universal Transport Cask will be issued. The NAC-UMS* Universal Storage System Safety Analysis Report is in the final stage of review by the NRC Spent Fuel Project Office. Upon satisfactory completion of that review, a Preliminary Safety Evaluation Report and a Proposed Certificate of Compliance for the NAC-UMS" Universal Storage System will be forwarded for 10 CFR 72 Rulemaking (currently scheduled for November 1, 1999).

NAC is currently in the process of finalizing contracts for the fabrication of the TSCs and the other NAC-UMS* Universal Storage System components. When that process is completed, NAC will identify the selected fabricator (s) and provide other relevant information to the NRC.
