This is in further response to your letter dated November 2, 1985, in which you requested, pursuant to the Freedom of Information Act, copies of licensees' responses to NRC's Show Cause Orders concerning removal of excess HEU to secure facilities.

In my letter dated January 10, 1986, I stated that the review of one document was continuing. Our review is now complete, and the document listed on the enclosed Appendix B is enclosed and is being placed in the NRC Public Document Room.

This is a request under the Freedom of Information Act, as amended.

On October 3,1985, the Nuclear Regulatory Commission issued some 31 orders to show cause why excess HEU fuel should not be removed from research and test reactors and critical experimental facilities (50 Federal Register 40464). Licensees were given 30 days to respond to the show cause orders.

We are requesting a opy of any written materials submitted to the NRC in responst to the show cause orders by any of the 31 affected licensees or other interested persons.

The Committee to Bridge the Gap is a non-profit public interest organization which has been actively involved in the development of NRC's rule curbing the use of highly enriched uranium. We are tax-exempt under section 501(c)(3) of the tax code. The requested documents will be used in our ongoing research on conversion of non-power reactors to low enriched uranium fuels. Results of our research have been and will continue to be widely disseminated. We have presented our work on numerous occasions in testimony before the Commission, the ACRS, and the Congress. Our work based on the requested documents will be provided without charge, as always, to interested members of the public around the country and to the news media. Pursuant to 10 CFR 9.14a, we therefore request a complete waiver on fees for search and reproduction of records.
