MEETING WITH THE CE OWNERS GROUP ON TOPICAL REPORT CE NPSD-1167 The Nuclear Regulatory Commission (NRC) held a meeting with the CE Owners Group (CEOG) on August 19,1999, to discuss topical report CE NPSD-1167, " Elimination of Pressure Sensor Response Time Testing Requirements (CEOG Task 1070)." A list of attendees is attached.
Specifically, CEOG was asked to discuss the methodology used in the topical report.
The CEOG representative, Mr. McQuade, began the meeting with a short discussion of the proposed methodology. The Electric Power Research Institute (EPRI) report, "NP-7243 Investigation of Response Time Testing Requirements," is the basis for topical report CE NPSD-1167. The EPRI report provides two options for the methodology to determine the response time for an instrument model. The options are: (1) licensee measured response j
time, and (2) published vendor response time. The CEOG report uses licensee measured I
instrument response time data for each instrument model. The data showed discrepancies between response times for the same instrument models. The reason for the discrepancy is that some of the licensee's data included components other than the instruments, such as bi-stables. Mr. McQuade stated that the CEOG has decided to use published vendor data for Barton and Rosemont instruments. Foxboro instruments, for which there is no published vendor response time data, will use licensee measured response time data.
The CEOG will resubmit the topical report within approximately two weeks reflecting the above changes.
The effect on the review schedule of CEOG requested changes was discussed and it was concluded that the review schedule could accommodate the changes, since use of published vendor data will simplify the review.
