APPENDIX A NOTICE OF VIOLATION Wolf Creek Nuclear Operating Corporation Docket:

50-482/87-01 Wolf Creek Generating Station License:

NPF-42 During an NRC inspection conducted January 29, 1987, one violation of NRC requirements was identified.

The violation involved a fire damper not being operable as required by Technical Specifications.

In accordance with the

" General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part2,AppendixC(1986),theviolationislistedbelow:

Firedamp ~erNotOperableAsRequiredByTechnicalSpecifications(TS)

TS3.7.11requiresthat,"Allfirebarrierpenetrations(walls} separating floor / ceilings, cable tray enclosures, and other fire barriers safety-related fire areas or separating portions of redundant systems important to safe shutdown within a fire area and all sealing devices in fire-rated assembly penetrations (fire doors, fire windows fire dampers, cable, piping,andventilationductpenetrationseals)shallbeOPERABLE."

Contrary to the above, on January 29, 1987, the NRC inspector observed that the flexible conduit to the electro-thermal link in Fire Damper GK GD050 was routed under the dam)er fire curtain and could possibly interfere with the operation of tie fire curtain and prevent it from fully closing and rendering the damper inoperable.

On February 3, 1987, the licensee tested the fire damper by melting its thermal link and the damper curtain failed to fully close as required, thereby verifying that Fire Damper GK GD050 was inoperable.

This is a Severity Level IV violation.

Pursuant to the provisions of 10 CFR 2.201, Wolf Creek Nuclear Operating Corporation is hereby required to submit to this office, within 30 days of the date of the letter transmitting this Notice, a written statement or explanation in reply, including for each violation:

(1) the reason for the violation if admitted;(2))thecorrectivestepswhichhavebeentakenandtheresults achieved; (3 the corrective steps which will be taken to avoid further violations; and (4) the date when full compliance will be achieved.
