Dear Mr. Denton:
In response to SER Supplement 3 Georgia Power Company (GPC) has provided commitments in the referenced letters to completion of various aspects of the Vogtle Seismic Qualification Program. GPC hereby reports the status of those commitm2nts. GPC confirms that Seismic Qualification of safety-related electrical and mechanical equipment is complete to the best of our knowledge at this time including the following:
1.
FSAR active pump and valve tables are complete and accurate.
2.
Preservice testing for safety-related pumps and valves required before fuel load has been completed or justification was provided in GPC letter GN-1176 dated November 14, 1986.
3.
Safety-related pumps and valves are properly qualified and installed.
4.
The as-built configuration of pumps and-valves has been analyzed. During piping final design verification, it has been verified that piping loads meet vendor specifications. In the absence of vendor requirements, the appropriate engineering discipline performed an independent verification.
For the specific case cf valves with laterally supported actuators, either vendor concurrence was obtained or appropriate engineering evaluation of vendor documents was performed. In response to a request by the NRC, V-SAMU reviewed the documentation for the attachment to valve 1HV-0780.
The revier verified that the valve attachment notification and approval have been received and documented.
5.
Verification of as-built loads for pumps and valves is complete.

Georgia Power Company has successfully completed 100 hour0.00116 days <br />0.0278 hours <br />1.653439e-4 weeks <br />3.805e-5 months <br /> testing on all deep draft pumps in accordance with our commitments to the LRG guidelines for IE Bulletin 79-15.
The pumps included in this special test program are 1-1202-P4-001, 002, 003, 004, 005, 006, 007 and 008.

As reported in the referenced letter (2) the CVI, Inc. cooling units for Unit 1 have been modified to meet allowable stresses due to thermal loads.

As reported in the referenced latter (1), it was determined during hot functional testing that the Auxiliary Feedwater turbine pump trip and throttle valve could not be manually opened easily against the maximum differential pressure. As a result, the preoper ational test was changed to close an isolation valve (HV-5106) upstream t.f the trip and throttle valre, unseat the trip and throttle valve, and then open the isolation valve to allow steam flow to the turbine pump.
Following these changes, manual throttling of steam flow was achievable. Operating procedure 13610-1 has been revised to reflect these changes.
A complete response to SER Supplement 3 was provided in the referenced letter (1). With this information Georgia Power Company considers the Vogtle Seismic Qualification Program to be complete If your staff requires any additional information, please do not hesitate to contact me.
