EARLY EMERGENCY RESPONDERS WORKSHOP The Region III Office of the U. S. Nuclear Regulatory Commission is sponsoring an Early Emergency Responders Workshop on February 4-5, 1987, in Chicago, Illinois. Preceding the Workshop, from 1:00 p.m. to 5:00 p.m.
on February 3, 1987, a FEMA Region V REP Conference will be held. Further information regarding the REP Conference will be provided to you by FEMA in separate correspondence.
The Early Emergency Responders Workshop, described in Enclosure 1, will bring _together representatives of the States, the Department of Energy (DOE), the Environmental Protection Agency (EPA), the Federal Emergency Management Agency (FEMA), and the Nuclear Regulatory Commission (NRC) with representatives of nuclear power plants and other major licensees in NRC Region III. The purpose of the Workshop is to discuss lessons learned and current problems in the coordination and integration of emergency response efforts. Through the Workshop, we hope to promote a better understanding of our respective roles and coordination between responding organizations.
The NRC's Office of State Programs will fund the travel expenses for two persons from your state. We intend to fund the expenses of one person each from the state radiation control agency and the state emergency management agency. This letter is being sent to both organizations. However, if both radiation control and emergency management responsibilities are vested in a single agency, the NRC will fund travel axpenses for two from that agency.
Of course, others in your organization are welcome to attend. We recommend that your travel schedule be planned to allow your attendance at the FEMA Region V REP Conference as well as the Workshop.
Please identify those who will attend at NRC expense by December 15, 1986, and telephone this information to Roland Lickus at (312) 790-5666 or Linda Kers at (312) 790-5711. We will provide your designees with additional information on making travel arrangements. Also, to aid us in estimating the number of attendees and in making other necessary arrangements, please complete the enclosed questionnaire for your agency and return it by December 29, 1986.

State of Wisconsin 2 DEC 101986 The Workshop and the REP Conference will be held at the Chicago Marriott O' Hare, 8535 West Higgins Road, Chicago, Illinois. The workshop is tentatively scheduled to begin at 8:30 a.m. on February 4 and end at 4:00 p.m. on February 5. A block of rooms has been reserved and you should call (312) 693-4444 or (800) 228-9290 to make your reservations. A special room rate of $65.00 per night has been arranged for Workshop attendees.
Other area hotels are also available.
We will provide you with a detailed agenda of the program as soon as possible. We look forward to seeing you in February and believe the Workshop will present an excellent opportunity to exchange information and enhance the coordination and integration of emergency response activities.
