OF MEETINGS HELD ON JULY 2 3,1997, WITH SIEMENS TO SUPPORT ELECTRIC POWER RESEARCH INSTITUTE (EPRI) PROGRAM FOR QUALIFICATION OF PROGRAMMABLE LOGIC CONTROLLERS On July 2 3,1997, the staff held a public meeting with Siemens AG, Pc,wer Generation Group (KWU) (referred to hereafter as Siemens) at NRC headquaters in Rockville, Maryland to provide background information on this vendor's capability to support the industry /EPRI initiative to qualify programmable logic controllers (PLCs) for use in safety systems at nuclear power plants. A list of attendees and their affiliations is provided as Attachment 1.
A copy of the presentation slides used by Siemens in its presentations is provided as.
At a meeting held on July 23,1996, EPRI described its proposal for a PLC qualification program and the rationale behind the initiative. EPRI and several member utilities have developed a three phase program for qualification of PLCs. Phase 1 of this program will be development of a guidance / requirements document containing the generic specifications needed to approve a PLC. Phase 2 encompasses the qualification aspect of this program and will result in a PLC available for procurement as safety related. Phase 3 is the plant-specific implementation portion of the PLC program. Phase 1 of this program is currently under NRC review.
As a result of utility interest in the possibilities of using Siemens PLC products in retrofit projects Sieniens requested a meeting to introduce their products to the staff and to discuss NRC review criteria.
Siemens believed that it would be useful for the staff to understand Siemens' capabilitles and experience. Siemens stated their intention to submit a topical report and request a NRC safety evaluation.

manufacturing process will allow them to be qualified as a 10 CFR 50 Appendix B vendor.

October 15, 1997 The review and acceptance criteria for a qaulity assurance program was discussed. Their products have been qualified for use in Germany Sy Technischer Oberwachungs Verein (TUV). The staff stated that they would become familiar with the TUV review methodologies and standards with the possibility of using the TUV tests and approvals to reduce the scope of the NRC review. The product development is primarily performed in the Sierr sns facilities in Germany. The Romell, Georgia facility may be used for assembly of the finalinstrumentation cabinets if any US plant purchases one of their systems. They listed their U.S. and international customers and described the type of non nuclear safety related systems and nuclear systems that they have provided. The products that Siemens is proposing for use in the nuclear power plant industry are the TELEPERM XS (for safety-related systems) and TELEPERM XP (for non safety related systems). Siemens described these systems as complete integrated instrumentation and control systems.
These systems include data communications and human-machine interfaces as well as PLCs. The staff discussed the use of Chapter 7 of the Standard Review Plan and the specific standards included. A significant discussion topic was the NRC position on diversity and defense-in-depth.
