Dear Mr. Denton:
As a result of recent discussions with your staff, Section 13.4.1 of the FSAR and Section 6.4.1.2 of the Technical Specifications, dealing with Plant Review Board (PRB) membership, have been revised.
After reviewing the latest changes to the FSAR, your staff has requested that reference to " equally qualified" individuals, serving as PRB members, be deleted from the FSAR.
Georgia Power Company agrees to make the requested change in the FSAR as well as in the Technical Specifications with the exception that a senior health physicist is acceptable for the Health Physics (HP) department representative.
The senior health physicist should be available for membership on the PRB because this position possesses at least an equivalent expertise and provides a broad overview of plant ALARA activities.
Attached please find these changes marked on the appropriate pages of the FSAR and the Technical Specifications.
These changes will be incorporated in the next revision to each document.
If your staff requires any additional information, please do not hesitate to contact me.

FUNCTION 6.4.1.1 The PR8 shall function to advise the GMVNO on all matters related to nuclear safety.

for effluent releases of radiological consequences, and 5) fuel j
handling procedures.

Review of 1) programs required by Specification 6.7.4 and changes thereto, and 2) proposed procedures and changes to procedures which involve an unreviewed safety questions as per 10 CFR 50.59.

13.4 OPERATIONAL REVIEW Operating activil.ies that affect nuclear safety are reviewed.
i The rey 4,w program is implemented prior to initial fuel leading and ensures review and evaluation of tests and experiments, iV unplanned events, and proposed changes.
The program complies within the requirements of 10 CFR 50,54 relating to proposed l25 changes, tests, and emperiments.
This program is conducted following the recomunendations of Regulatory Quide 1.33, Rev.2 1978, Quality Assurance Program Requirements (Operations), and i
ANSI N18.7-1976, Administrative Controls and Quality Assurance iV for the Operational Phase of Nuclear Power Plants.
1 The general manager - Vogtle nuclear operations (ONVNO) has responsibility for safe operation of the plant.
No is kept abreast of plant operating conditions by the supervisors who7re knowledgeable and experienced in their areas of job responsibility.
The supervisors monitor operating and maintenance activities as part of their normal duties.
In addition, a formal review program is carried out for changes 16 to systems, procedures, tests, experiments, and after-the-fact review and evaluation of unplanned events that affect nuclear safety.
This program is implemented through standing committees, as described below.
13.4.1' ONSITE REVIEW The plant review board (PRB) serves as a review and advisory group to tne GNVNO.
The PRB reviews plant administration, maintenance, and operations as related to nuclear nafety and environmental aspects; ensures these activities are consistent with company policy-approved procedures and operating license provisions; and maken recommendations to t.h SNVNC on matters brought.before it.
