Dear Dr. Kohl:

Thank you for the invitation in your letter of December 23, 1986, to submit a revised paper that is a technical sunnary of the causes and consequences of the Chernobyl nuclear accident and its implications for U.S. nuclear power programs. Enclosed find two copies of my paper entitled, "The Causes and Consequences of the Chernobyl Nuclear Accident and Implications for the U.S.

Regulation of Nuclear Power Plants". It is my understanding that your objective is to use this paper, along with other papers by panel members of the July 9 International Energy Seminar last year, for publication in one of your program series of energy papers. I am grateful to have had an opportunity to play a part in both the Seminar and the forthcoming Seminar publication.

Dr. Miller Spangler, who has assisted me in preparing this paper, has explored

, with you the possibility of publishing my paper in a suitable journal to permit its access by a wider audience than the distributiois achieved in your publications. I am pleased that you have consented to this course of action and we will initiate a search for an appropriat,e journal in the near future.

Since the paper was written in the exercise of official duty, it cannot be copyrighted. Accordingly, the U.S. Government retains a nonexclusive, royalty-free license to publish or reproduce the published form of these contributions, or allow others to do so, for Government purposes. This constraint does not seem to diminish, however, the opportunity for journal publication. Should this paper be published elsewhere, a credit line will be given to its original sponsorship by the International Energy Program of the Johns Hopkins University, School of Advanced International Studies.
