10CFR50 Report.

'REF: License R-57 1.

The following report is submitted for the period January 1,.1986 to December 31, 1986 in accordance with Paragraph 50.59 Title 10, code of Federal Regulations.

2.

During the above period there were no changes in facility design, performance characteristics, operating procedures or tests which require inclusion in the annual report.

3.

- The quarterly fuel element surveillance tests indicate that the inspected elements were in good condition.

4.

The energy generated by the reactor during the reporting period was =

During the report period there were thirteen (13) unscheduled shut downs. Three (3) were caused by loss of building power, four(4) were caused by malfunctioning of the automatic power control, one (1) by a noisy range switch, one (1) by a dirty linear recorder. slide wire, threc (3) by a sticking linear recorder slide wire wiper and one (1) occurred while installing an additional cooling fan in the console.

Maintenance problems and the corrective maintenance performed during the period were as follows:

U.S. Nuclear Regulatory Commission a.

Linear recorder inoperable due to open field winding in balancing motor - Field winding replaced.

In order to prolong the life of the recorder balancing motors it was decided to install a switch on the console to disable the current going to the field windings when the reactor was secured.

Since there are no Technical Specification requirements for the recorders to be on when the reactor is secure, shutting off the recorders during that time does not constitute a safety problem. After operating in the above manner for several months it was found that the recorders appeared to be more stable when the motors were left on.

Consequently, we discontinued the nractice of turning off the balancing motors when the reactor eas secured.

b.

Regulating rod position indicator stuck.

Replaced potentiometer since the old one was warped and had a cracked case, c.

Percent power demand servo would not operate correctly -

Replaced all electrolytic condensers in circuit. Replaced all tubes and readjusted servo.

d.

Noisy and sticking linear recorder pen - cleaned slide wire, replaced tubes, replaced slide wire wipers, replaced leaking capacitor and faulty resistor.

7.

Summary of radioactive effluents released or discharged beyond the effective control of the license:

a.

Liquid - none, b.

Airborne - less than 0.1 Cf.

c.

Solid - none.

8.

The reactor continues to be used as a neutron source for neutron activation analysis of biological samples and for hot atom chemistry research.
