Dear Mr. Thorne:
We are forwarding a letter dated January 30, 1987 from Nissho-Iwai American Corporation with a request to change the end user for high enriched uranium originally exported to Japan for use in the Kyoto University High Flux Reactor (XSNM01271) to the Kyoto University Reactor (KUR). This request is similar to two previous requests, the most recent of which occurred in May 1986 (see letter dated May 6, 1986, signed by James B. Devine).
Before taking action on this request, we would appreciate your views, in accordance with established procedures and from the overall perspective of the Executive Branch, as to whether the proposed new end use for the 4.651 kilograms of material in the KUR facility meets the applicable criteria in the Atomic energy Act of 1954, as amended by the Nuclear Nonproliferation Act of 1978.
