50-260-50-296 BROWHS FERRY NUCLEAR PIANT (BFN) - UNITS 1, 2, AND 3 - REQUEST FOR INFORMATION REGARDING SCHEDULE FOR NRC REVIEW OF TECHNICAL SPECIFICATION (TS) AMENDMENT REQUEST (TS-362)
On. September 6, 1996, TVA submitted a TS amendment request (TS-362), which proposed to convert BFN custom TSs to improved technical specifications (ITS) based on the Improved Standard Technical Specification format given in NUREG-1433, Rev3sion 1.
TVA requested that the amendment be approved by the NRC staff to support implementation by the third quarter of 1997 The staff provided initial comments on the submittal on February 20, 1997.
Subsequent meetings with the staff have been held on February 26, March 20, April 30, May 21, September 10, October 8, and October 9, 1997, to discuss NRC comments and proposed TVA actions.
The staff provided specific comments on Section 3.8 of the ITS at the March 20, 1997 meeting.
The staff also provided written comments on Section 3.3 at the May 21, 1997 meeting.

- 3. 5, 3.9, 3.10, 4. 0, and 5.0 were received by TVA on October 6, 1997.
In addition to these specific comments, the staff has also determined that a license condition will be required for the Unit 1 ITS to address the unique status of Unit 1.
In a letter dated July 14, 1997, the staff requested TVA to propose the Unit i license condition prior to ar.y of the ITS cmendments being issued.
On October 1, 1997, TVA submitted a TS amendment request (TS-384) for Units 2 and 3 to increase the licensed reactor power by five percent.
TVA requested that the proposed power uprate license amendment be approved by July 1, 1998, for Unit 3 and by November 1, 1998, for Unit 2.
TS-384 was submitted in ITS format based on the expectation that TS-362 would be approved before the approval of TS-384.
A meeting was held with the staff regarding the power uprate amendment on July 22, 1997.
As discussed in that meeting, TVA must order fuel in November 1997, for the next Unit 3 operating cycle with the anticipated five percent power increase.
If TS-362 is not approved for Unit 3 by July 1998, the power uprate TS (TS-384) cannot be approved.
TVA would not be able to fully utilize the fuel and would incur substantial costs.
Therefore, TVA needs to know the staff plans and schedule for the review of the ITS submittal (TS-362).
TVA recognizes that it must respond to the staff's RAIs for the staff to complete its review.
To support this, TVA proposes the following schedule for responding to the RAIs:

As a result, the overall schedule could be affected by the additional comments.
However, TVA

This p.lan assumes active interection between TVA and the staff to minimize delays in resolving comments.
As previously stated in prior meetings, TVA will provide any support to the staff that.is needed to complete its review.
TVA requests that NRC formally notify TVA by November 14, 1997, of 3ts schedule for review and approval of the BFN ITS submittal.
