Dear. Mr. Trosten:

This letter is to confirm our telephone conversation of December 15, 1986, regarding the status of the license renewal review for Exxon Nuclear Company, Inc. As I indicated, the review is in the early stages and although it can be e<pedited, I doubt if it can be completed before June or July 1987. However, the renewal review time does not adversely impact operations at the facility <

because the license remains in effect pursuant to the timely renewal provisions of the Nuclear Regulatory Commission's (NRC) regulations, Title 10, Code of Federal Regulations, Part 70, paragraph 70.33(b).

Based on our preliminary review of the application and the team inspection conducted during the week of November 2, 1986, we can foresee at this time no major issues that would preclude the issuance of a full term 5-year renewal.

Minor issues that may be discovered during the course of our review are nonnally reconciled by adding additional license conditions. The team inspection was a comprehensive inspection of all safety aspects of the operation. The team included NRC's Region V inspectors, members of the NRC Headquarters Staff, U.S. Environmental Protection Agency, the Federal Emergency Management Agency, and the State of Washington's Industrial Safety and Health Administration. No major issues were identified as a result of this inspection.
