NRC INSPECTION REPORT 50-266/97015(DRS); 50-301/97015(DRS) AND-

Dear Mr. Patuiski:

On July 11,1997, the NRC completed an inspection at your Point Beach Nuclear Plant, Units 1
and 2. - At the conclusion of the inspection, the findings were discussed with those members of
your staff identified in the enclosed report.-
Areas examined during the inspection are icentified in the report. Within these areas; the
' inspection consisted of selective examinations of procedures and representative records, -
interviews with personnel, and observation of activities in progress.- The purpose of the
'
-inspection was to determine whether activities authorized by the license were conducted safely
y
and in accordance with NRC requirements.

Overall, the G
atection staff was experienced and knowledgeable and were taking effective -
corrective n ~
for identified fire protection problems. We are concemed, however, about
four violatio
. NRC requirements that were identified. Violations were identified for failure to
, adequately implement emergency lighting surveillances, failure to have adequate procedures to
i perform emergency lighting surveillances, and failure to ensure that the fire brigade members
_
were meeting training requirements.
These violations are cited in the enclosed Notice of Violation, and the circumstances
. surrounding the violations are described in detail in the enclosed report. Please note that you
are required to respond to this letter and should follow the instructions specified in the enclosed
Notice of Violation (Notice) when preparing your response. In your response, you should
document the specific actions taken and any additional actions you plan to prevent recurrence.
After reviewing your response to this Notice, including your proposed corrective actions and the
results of future inspections, the NRC will determine whether further NRC enforcement action is
- necessary to ensure compliance with NRC regulatory requirements.
