Dear Ms. Lay:

This is in further response to your letter dated October 5, 1984, in which you requested, pursuant to the Freedom of Information Act,11 categories of records specified in your letter.

In a telephone ennversation with you on December 15, 1986 Ms. Sarah Wigginton of my staff gave you an update on the status of the Access Authorization rule that was published as a proposed rule in August 1984 and was the focus of much of your interest in the request. As Ms. Wigginton explained, the Access Authorization rule will be withdrawn and a policy statement issued to announce the NPC's endorsement of an industry program for access authorization with procedural safeguards. It is anticipated that these documents will be pubitsbed by April 1987 The staff has indicated that the draft policy statement and industry guidelines may be released, and they are enclosed.

Also enclosed is a Federal Register notice dated November 7,1986, that contains a proposed rule to amend 10 CFR Part 73. The proposed rule, entitled

" Requirements for Criminal History Checks," is closely related to the Access Authorization rule. The comment period for the Criminal History rule has just closed and final action on the rule is scheduled for late February 1987 to comply with the requirements of Public Law 99-399 (discussed more fully in the Federal Register notice).

As agreed upan in your telephone conversation with Ms. Wigginton, you seek no additional records at this time, and this response closes out this case administrative 1y.
