NRC SECURITY INSPECTION REPORT NO. 50 346/97010(DRS)
Dear Mr. Wood:
On September 4,1997, the NRC completed an inspection at your Davis Besse facility. The
onsite inspection was conducted August 6 7,1997. The documents requested from your
security staff were received September 3,1997, and the in office review of the documents was
completed on September 4,1997. The enclosed report presents the results of that inspection.
Areas examined within your security program are identified in the report. Within these areas,
the inspection consisted of a selective examination of procedures and representative records,
observations of activities, and Interviews with staff. The objective of the inspection effort was to
determine whether activities authorized by the license wece conducted safely and in
accordance with NRC requirements.
Based on the results of this inspection, no violations of NRC requirements were identified.
Other findings, not involving violations, were identified and are provided for your information
and review. An unresolved item was noted pertaining to the protection required for a vehicle
barrier system (VBS) gate. This issue will be forwarded to NRC Headquarters for review and
the results will be addressed by separate correspondence. No further actions are required of
your staff until the issue is resolved. Additionally, an Inspection Followup Item was identified
pertaining to some weaknesses noted with the VBS related procedures. The procedure
deficiencies are primarily administrative in nature and do not decrease the effectiveness of the
VBS. Our inspection has concluded that the VBS design, construction, and installation meets
NRC requirements.
