NRC INSPECTirN REPORT 50-282/97012(DRS); 50 306/97012(DRS) AND

NCTICE OF VIOi.ATION

Dear Mr. Wadley:

This report refers to the routine fire protection inspection completed on-site June 5 at the Prairie

Island Nuclear Generating Plants, Units 1 and 2, and to the review in Region lll of additional

information from September 23 to October 1,1997.

Areas examined during the inspection are identified in the report. Within these areas, the

inspection consisted of selective examinations of procedures and representative records,

,

interviews with personnel, and observation of activities in progress. The purpose of the

I

inspection was to determine whether activities authorized by the license were conducted safely

and in accordance with NRC requirements.

Our inspection identified a number of strengths in your fire protection program. For example,

there were a low number of fire protection impairments requiring a fire watch. Most fire

r

protection equipment was well maintained and most transient combustibles were well

controlled. In addition, there were no plant fires during the past three ye,rs. This was an

indication that hot work was being safely performed. We are concerned, however, about four

violations of NRC requirements that were identified, The violations were cited for failure to

ensure that a revision to the Fire Hazards Ana;ysis was submitted to the NRC, to ensure that a

surveillance was complete, to ensure that surveillance records were not discarded, and to

ensure that the fire brigade members were meeting training requirements. Unresolved items

were identified regarding the number of fire brigade drills required annually for fire brigade

members and your review of spurious actuations that could cause motor operated valve (MOV)

damage. Please provide your response to these unresolved items with your response to the

violations.

You are required to respond to this letter and should follow the instructions specified in the

enclosed Notice of Violation (Notice) when preparing your response. In your response, you

should document the specific actions taken and any additional actions you plan to prevent

,

recurrence. After reviewing your response to this Notice, including your proposed correctiwe

/

actions and the results of future inspections, the NRC will determine whether further NRC

enf&ement action is necessa y to ensure compliance with NRC regulatory requirements.
