OPERATING BASIS EARTHQUAKE DESIGN REQUIREMENTS FOR NUCLEAR POWER PLANTS" V

a Attached for your information is the report UCRL-ID-127757, " Impact of Removing Operating Basis Earthquake Design Requirements for Nuclear Power Plants." The report was prepared in support of F<ES rulemaking activities associated witn Appendix A," Seismic and Geologic Siting Criteria for Nuclear Power Plants," to 10 CFR Part 100, " Reactor Site Criteria "

This activity was prepared in parallel with the NRR desigr certification review of the Advanced Boiling Water Reactor (ABWR) and System 80' designs, and the Commission approval of SECY-93-087, "PolicycTechnical, and Licensing issues Pertaining to Evolutionary and Advanced Light-Water Reactor (ALWR) Designs." The Commission approved that a PRA-based seismic margins analysis will be performed considering sequence-level high confidence,

- low probability of failure (HCLPF) and fragilities for all sequences leading to core damages or

- containment failure up to approximately one and two-thirds the ground motion acceleration of the design basis Safe Shutdown EarthqDake (SSE). Therefore, the significame of the PRA investigation performed in the report has been somewhat diminished.

The report has done an admirable job documenting the history of the dual-level earthquake design philosophy and comments received from utilities, engineering consulting firms, architect engineers, and utility consortiums on the feasibility of eliminating the OBE from design. The appendices document evaluations of steel containment vessels and flat-bottom atmospheric storage tanks.
