ProposeJ Change Number 1 to the Cooper Nuclear Station Safeguards Plan; NRC Docket Number 50-298, DPR-46 In accordance with the applicable provisions of 10CFR50, Nebraska Public Potter District requests that the Physical Security Plan end *.he Safeguards Contingency Plan (Volumes I and II of the Cooper Nuclear Station Safeguards Plan) be revised to po;mit a propssed modification to the closed circuit television system.
A discussion o" the proposed changes and the applicable revised pages of the Safeguards Plan are attached.
The attachment also includas av evaluation of the proposed changes with respect to the reduirements of 100FR50.92.

By copy of this letter, the appropriate State of Nebraska Official is being notified in accordance with 10CFR50.91(b).
This proposed change incorporates all amendments to the Cooper Nuclear Station Facihty Operating License through Amendment 10G issued December 9,1986.

defined by 10 CFR73.21.
Disclosure of this material to unauthorized individuals is prohibited.
Therefore, it is requested that this material, with the exception of the cover letter, be withheld from public disclosure.
This change has been reviewed and approved by the on-site Safety Review Committee and is under review by the off-site i
Safety Review Committee.
In accordance with 10CFR170.12, payment of the $150 fee is submitted with this amendment L
