License Change Application 152 Attached are three signed originals and 40 conformed copies of License Change Application (LCA) 152 requesting amendment of Operating License NPF-1.

This change application revises the steam generator tube plugging criteria in the tube sheet region.

In support of this application, a copy of WCAP-11307, "Tubesheet Region Plugging Criterion for the Portland Ceneral Electric Company Trojan Nuclear Station" (proprietary) is attached along with WCAP-11315 a non-proprietary version of WCAP-11307. As WCAP-11307 contains information proprietary to l

Westinghouse Electric Corporation, it is supported by an affidavit signed by Westinghouse, the owner of the information. The affidavit sets forth the basis on which the information may be withheld from public disclosure by the Commission and addresses with specificity the considerations listed in Paragraph (b)(4) of 10 CFR 2.790.

l Accordingly, it is respectfully requested that the information which is proprietary to Westinghouse be withheld from public disclosure in accordance with 10 CFR 2.790.

Correspondence with respect to the proprietary aspects of the Application for Withholding or the supporting Westinghouse Affidavit should reference CAW-86-097 and should be addressed to R. A. Weisemann, Manager of Regulatory & Legislative Affairs, Westinghouse Electric Corporation, PO Box 355, Pittsburgh, Pennsylvania 15230-0355.

An application fee of $150 is attached in accordance with 10 CFR 170.
