VIRGINIA ELECTRIC AND POWER COMPANY SURRY POWER STATION UNIT NOS. 1 AND 2 GENERAL DESIGN CRITERIA 17 In our letter dated December 9, 1985, Serial No.85-707, we stated that Surry Power Station was in compliance with General Design Criteria 17, consistent with your safety evaluation dated October 6, 1982. The modifications and operating restrictions that were identified in our letter of March 31,
- 1982, Serial No.
175, have been implemented.
However, during the course of performing Motor Operated Valve (MOV) testing for compliance with IEB 85-03, we determined that one of these previously completed modifications (torque switch limiter plates) was no longer required.
The limiter plates were provided to physically prevent the torque switch (TS) from being raised above the setting that corresponds to the 80% rated voltage torque output. This was intended to ensure that the torque switch would operate to de-energize the motor after the valve had performed its intended function during extended low voltage conditions. We have now determined that motor protection can be achieved by administratively controlling the the same torque switch setting. Such administrative measures are similar to those already implemented at North Anna Power Station and discussed in our December 23, 1985, Serial No.
85-750B, and May 2, 1986, Serial No.86-198 letters.
