Dear Ms. Garde and Mr. Devine:

Your letter to ne dated January 27, 1987 discussed your interpretation of NRC draft Manual Chapter 0517, Management of Allegatione, and requested that you be ccotacted to schedule a meeting to confirm that the NRC staff accurately understands Mr. Milam's allegations. You also stated that Mr. Milam bad requested that he be informed which allegations had been selected as meriting further inspection.

Finally, you stated you believe that the NRC's Office of Investigations is required by draft Manual Chapter 0517 to contact Mr. Milam based upon prior 01 activities related to Mr. Milam's allegations.

Followirg our review of Mr. Milam's work records, the draft report prepared for you by Mr. Charles Stokes, and related docurents, the staff conducted en interview with Mr. Milam April 16, 1986 to confirm the specifics of Mr. Milam's allegations. Yhile it may be appropriate to discuss the allegations with Mr.

Milam in the future, absent additional information, a neeting at this time with you and Mr. Milam would be premature. Mr. Milam will be contacted again after he has received the staff inspection report.

While the staff appreciates the cooperation which Mr. Milam has extended, the draft Manual Chapter 0517 does not require that individuals be informed of inspecticn plans. Draft Manual Chapter 0517 does not recuire that irdividuals be irformed as to which alleaations are determined to merit further inspection.

This manual chapter specifies that all alleoations are to be addressed. Accord-ingly, Mr. Milam will be advised of the staff's efforts and a copy of all inspection reports related to his allecations will be forwarded to him in accordance with draft Manual Chapter 0517.

Your reference to actions reauired to be taken by the NRC Office of Investigations (OI) is not correct.

The NRC activities taken in response to Mr. Milam's alle-gations have been inspectiors. The NPC staff has not requested that 01 conduct i

an investigation concerning Mr. Milam's allegations.
