General Atomics has recently made a few changes to its NRC approved Radiological Contingency Plan. The revised Plan dated October 1997 was changed to reflect GA's

" possession only'* license status and the names and telephone numbers of emergency personnel. The changes made to the Plan do not decrease the effectiveness of the Plan (as Justified below), therefore, NRC approval of the Plan is not necessary per 10CFR70.32, Justification for Changes without NRC Anoroval

1. Current authorized activities involve the use of SNM (per the SNM-696 NRC License) only for activities related to decommissioning.
2. There are no process operations going on, such as fuel manufacturing, fuel research and development or other R&D work.
3. The inventory of SNM has been greatly reduced.
4. The offsite consequences of an accident have been greatly reduced at GA since going to a " possession only" license.

Summarv of Changes Made in the October 1997 Revision and Justification:

1. First paragraph of Introduction (page vii) changed to reflect current " possession only" mode of operation.
2. Section 1 - General Description of the Plant / Licensed Activity (pages 1-1 through 1-8) changed to reflect current " possession only" mode of operation.
3. Figures 4-1 A and 4-1B - Updated names and telephone numbers, as appropriate.
4. Section 4.1.4 - The number of ERRD alternates - changed from 2 attemates to 1 alternate. The larger facilities will still have 2 alternates but the smaller facilities will only be required to have one.
5. Section 4.1.4 - Selected members of the Health Physics group are a part of the Primary Support Group during an emergency (changed from "The Health Physics personnel").

Also, changed the reporting of the Health Physics Manager (or designated alternate) from having to report to the ERRD of the affected facility at the scene to "will report to i the ERRD of the affected facility, as appropriate". l

6. Section 4.1.4 - Changed number of security personnel from 15 security officers to "about i 15 security officers". l l

7. Section 4.1.3 - Specified that calling extension 2000 is for the main site and Sorrento Valley sites only (other offsite locations such as Sorranto Valley may call 911 directly).
8. Section 5.1 and section 6.2.6 Decontamination specified as going to be done at .

Building 27-1 which may not be available since we are currently decommissioning the j facility. Therefore, the sentence was amended to read "If any evacuees need to be j decontaminated, they will be immediately moved to Building 27-1, where clean <

protective clothing is stored and showers and wash basins are available. If Building 27-1 is unavailable due to decommissioning efforts being conducted in this building, an alternate location will be used."

9. Deleted Figures 5-1,5-1 A, and 5-2 which provided detailed evacuation routes for facilities which have criticality warning alarm systems. They do not need to be included in the plan because they change frequently, are always posted in each facility, and are available in Health Physics procedure HP-149. In addition, evacuation drills are conducted semiannually.
10. Section 6.1 - changed Health Physics laboratory from Building 2 to Building 10.
11. Section 6.2.4 - Changed location of meteorological system from Building 2 to Building

12. Section 10. 2 - Training for emergency response team member specified as a minimum of radiation safety, basic first aid, CPR, and basic fire suppression.

In order to be consistent with GA's 1996 NRC SNM-696 license requirements and State of CA license requirements, refresher training was changed from annual to every 2 years (not to exceed 27 months or in the case of CPR, the expiration date on the certification card) for all training, except fire safety (which remained annually, not to exceed 15 months).

Radiation safety training every 2 years is consistent with CPR and first aid training every 2 years is consistent with the guidelines of the Red Cross (who issue CPR certifications good for 2 years).

13. Other minor changes made.
