SAFETY EVALUATION BY THE OFFICE OF NUCLEAR REACTOR REGULATION SUPPORTING AMENDMENT NO. 6 TO FACILITY OPERATING LICENSE NO. NPF-43 DETp0IT EDISON COMPANY WOLVERINE POWER SUPPLY COOPERATIVE, INCORPORATED FERMI-2 DOCKET NO 50-341

1.0 INTRODUCTION

By letter dated June 27, 1986, Detroit Edison Company (the licensee) requested i

a change to the Fermi-2 Technical Specifications to modify reporting require-l ments for iodine spiking. The change replaces the requirement for a short-I term report with a requirement that an item discussing iodine spiking be 1

included in the Annual Report. Additionally, the request would eliminate the existing requirements to shutdown the plant if coolant iodine activity limits are exceeded for 800 hours0.00926 days <br />0.222 hours <br />0.00132 weeks <br />3.044e-4 months <br /> in a 12 month period.

j 2.0 EVALUATION The Technical Specifications for Fermi-2 currently require that the licensee report any iodine spiking events to the NRC within 30 days. Furthermore, plant shutdown is required if, within any 12 month period, cumulative operating time with an iodine activity level above 0.2 uCi/gm reaches 800 hours0.00926 days <br />0.222 hours <br />0.00132 weeks <br />3.044e-4 months <br />.

Generic Letter No. 85-19 " Reporting Requirements on Primary Coolant Iodine Spikes" provides relaxation of the above requirements to the effect that the reporting requirements for the iodine spiking can be reduced from a i

short-term report (within 30 days) to an item which is to be included in c3 the Annual Report. Additionally, the Generic Letter No. 85-19 states that

+e The licensee's request for a revision of Fermi-2 Technical Specifications Section 3.4.5, Bases 3/4.4-5 and Administrative Controls Section 6.9.1.5 is acceptable, because the proposed changes are consistent with the staff position and with the guidance described in the model Technical Specifica-tions contained in the Generic Letter No. 85-19.

3.0 ENVIRONMENTAL CONSIDERATION

i This amendment involves a change in the use of a facility component located within the restricted area as defined in 10 CFR Part 20 and changes in sur-veillance and reporting requirements. The staff has detennined that this

that there is no significant increase in individual or cumulative occu-i pational radiation exposure. The Connission has previously issued a pro-posed finding that this amendment involves no significant' hazards consider-ation and there has been no public connent on such finding. Accordingly, this amendment meets the eligibility (criteria for cateaorical exclusionPursuant't set forth in 10 CFR 51.22(c)(9) and c)(10).

no environmental impact statement or environmental assessment need be pre-pared in connection with the issuance of this amendment.

4.0 CONCLUSION

ThA Commission made a proposed determination that the amendment involves f

no significant hazards consideration which was published in the FEDERAL REGISTER (51 FR 45198) on December 17, 1986, and consulted with the state of Michigan. No public connents were received, and the state of Michigan did not have any comments.

We have concluded, based on the considerations discussed above, that:

will not be endangered by operation in the proposed manner, and (2) pu (1) there is reasonable assurance that the health and safety of the such activities will be conducted in compliance with the Connission's regula-tions and the issuance of this arrendment will not be inimical to the connon defense and security or to the health and safety of the public.
