References (a) and (b) proposed a change to our Technical Specifications to provide increased flexibility for Unit 1 Cycle 8 operation with respect to the acceptable number of failed incore detector strings. An unexpectedly large number of detectors were found f ailed during the Unit 1 Cycle 8 startup, necessitating this change to Technical Specification 3/4 3.3.2.

The NRC approved this request per Reference (c), issuing a Technical Specification that was valid only for Unit 1 Cycle 8.

A review of Technical Specifications during the current refueling outage, prior to Unit 1 Cycle 9 startup, identified the fact that Technical Specification 3/4 3.3.2 was technically only valid for Unit 1 Cycle 8, thus leaving us without an OPERABILITY requirement for Incore Detectors. Discussions with your staff have resulted in the following actions to correct this discrepancy:

1.

BG&E commits to the operation of Unit I under the " older", more restrictive Technical Specification 3/4 3.3.2 which existed prior to Reference (c). As such, we have replaced Unit 1 Technical Specification page 3/4 3-29, Amendment 116, with page 3/4 3-29, Amendment 34.

We will submit a License Amendment change request which reinstates the requirements as stated in Amendment 34 for Unit I page 3/4 3-29.

We currently expect to submit this License Amendment change by January 16,1987.
