MEETING BETWEEN THE WISCONSIN ELECTRIC POWER l COMPANY AND THE NRC STAFF REGARDING A POINT BEACH NUCLEAR POWER PLANT, UNITS 1 AND 2, AMENDMENT PERTAINING TO CONTROL ROOM HABITABILITY (TAC NOS.
MA1082 AND MA1083)
The NRC staff met with representatives from Wisconsin Electric Power Company (WE), the )
licensee for Point Beach Nuclear Power Plant, Units 1 and 2, at NRC Headquarters on July 20, 1999, regarding an amendment currently under review by the staff pertaining to control room habitability at Point Beach Units 1 and 2. Enclosure 1 lists the meeting participants.
Enclosure 2 is a copy of the material presented by the licensee and discussed at the meeting. 4 The licensee submitted an application for license amendments to Point Beach, Units 1 and 2, ;
on February 26,1998, as required by license conditions in Appendix C of the Technical '
Specifications (TSs). The proposed amendments will modify TS Sections 15.3.6," Containment System," including bases; 15.3.12," Control Room Emergency Filtration," including bases; 15.4.4, " Containment Tests," including bases; 15.4.11, " Control Room Emergency Filtration," ,
including bases; 15.6.8, " Plant Operating Procedures;" and 15.6.12, " Containment Leakage .
Rate Testing Program." The license conditions in Appendix C of the TSs required WE to (1) submit a license amendment by February 27,1998, that contains the proposed methods for ,
compliance with General Design Criterion 19 dose limits under accident conditions based on system design and without reliance on the use of potassium lodide (KI) and/or supplied air breathing apparati, and (2) implement the proposed changes within 2 years of the date that NRC approval for the proposed license amendment is granted. -
The licensee discussed its interest in withdrawing the amendment due to the high costs of the modifications associated with the amendment and the licensee's perception that little safety {
benefit will be gained by implementing the amendment, if WE withdraws the amendment, it will i s be its intention to rely permanently on Ki tablets to lower the thyroid dose to control room operators following a loss-of-coolant accident. The licensee stated that reliance on Kl has -
always been part of its licensing basis.
A considerable amount of the discussions during the meeting focused on the history of the licensing basis of the control room habitability issue at Point Beach, Units 1 and 2. The NRC i) asked the licensee several questions during the meeting, some of which the licensee could not immediately answer. The following are questions that the staff asked during the meeting:
(1) Details on what provisions, if any, the licensee has in place for dealing with operators who have sensitivities / allergies to Kl.

(2) What resources are necessary and how much time would be required to perform a scoping analysis of whether the use of a new source term is a viable option for addressing the control room habitability issue at Point Beach, Units 1 and 2?
(3) Does the licensee rely on self-contained breathing apparati to credit reduction of dose to ;
the control room operators?
The NRC staff is currently reviewing the licensing basis associated with control room habitability i at the Point Beach i4uclear Power Plant and reviewing the issue to determine whether it is I acceptable for a licensee to rely permanently on KI tablets. The NRC staff will notify the licensee of the results of its review and any further actions required to address this issue, h.
