PETITIONER'S REASONS FOR A REQUEST POR HEARING In the course of nuclear technology by both public and private domains, a citizen has the right to intervene in the decision making process.

The petitioner in therefore, applying his check on the first responsibility of the Nuclear Regulatory Commission. He is simply requesting the commission fulfill its purpose for being, which is insuring the health and safety of all citizens whenever a major engineering change is made.

This brief will deal with substance and not legal form. It is desigaed for answers to the following questions from the licensee.

.l . What caused the need to shift spent fuel rods from one pool to another?

2. How many rods will be relocated?

3. How many man hours will be needed and in what time period to make the shift?

4 What will be the cost of the move?

5. What will be the increase in radiation dosing to the workers  ;

moving the rods?

6. What will be the increase in radiation dosing to the people '

living within 10 miles of the plant?

7. If (17m/r) .017 RS4 is the allowable dose to the civilian population per year, should pregnant women and children be moved to the evacuation zone, the 10 mile limit during the move?

8. Should potassium iodide pills be distributed to all preg-nant women and children in case of an accident during the transfer of the fuel rods?
