GINNA 350 APPROVAL Ref: Docket: FEMA-REP-2-NY-3 On April 22, 1986, R. W. Krimm of FEMA Headquarters wrote to the members of the FRPCC requesting their comments or concurrance for an approval per 44 CFR 350.12 (refer to the above cited docket file).

A check of our records shows that Dr. Robert J. Bores signed a letter concur-ring in a 350 approval for the Robert B. Ginna Nuclear Power Station. The letter's date is May 2, 1985.

The staff of Region I's Eniergency Preparedness Section has reviewed Dr. Bores concurrence and underlying reasons and reaffirms the concurrence noting Dr.

Bore's- reservation with respect to fast breaking accident protective action.

That is, sheltering is to be the protective action under these conditions.

This matter was discussed with FEMA II on June 16, 1986, at which time they acknowledged receipt of our May 2, 1985 letter and indicated that no additional information was required. j V

Ginna Nuclear Power Station Docket: FD4A-REP-2-NY-3 In accordance with 44 CFR 350, the Federal Onergency Management Agency (FDiA)

Region II has completed an evaluation of the New York Radiological Dnergency Response Plan site-specific to the Robert E. Ginna Nuclear Power Station.

his evaluation has been accoglished in accordance with the provisions of section 350.11. Pursuant to section 350.12, FD(A intends to make a finding and determination with respect to the status of plans and preparedness in the vicinity of the Robert E. Ginna Nuclear Power Station by May 30, 1986.

We following attachnents are for your review and discussion with members of your organization who are directly irwolved in Regional Assistance Comittee (RAC) activity. Attachment A is a copy of the Regional Evaluation; Attachment B is a copy of the January 21, 1982, Post-Exercise Evaluation; Attachnent C is a copy of the June 22, 1983, Post-Exercise Evaluation; Attachnent D is a ecpy of the RAC Review of the New York State and Wayne and Monroe County plans, and the Ftate's response to the PAC review; Attachnent E is a egy of the Septenber 26, 1985, Post-Exercise Evaluation; Attachment F is a copy of the FD4A evaluation of the State / County renedial action responses relating to the 1982 and 1983 exercises. We 1985 exercise was conducted after the '350" tckage was submitted to FEMA Headquarters; its results are, therefoto, i et ir4wisated in the main body of the evaluation materials.
