Mr. Luis A. Reyes The Georgia Power Company wishes to submit the following information concerning the violation identified in your inspection report 50-424/86-130 and 50-425/86-60:
Violation 50-425/86-60-01,
" Auxiliary Building Structural Steel Platform Connection (Beam to Column) Not Erected in Accordance with Current Approved As-Built Drawing" - Severity Level IV.
Georgia Power Company (GPC) acknowledges the violation as identified in the USNRC inspection report.
The discrepancy identified in the violation is attributed to a failtre by a field operations engineer to comply with GPC field procedure DC-A-03 guidelines in that field change request (FCR) C-FCRB-8095 was signed-off as " work complete" on January 4, 1984, before the work was performed and was subsequently removea from design drawing AX2008G024.
The potential for this type of discrepancy was effectively eliminated on September 20, 1985, when procedure DC-A-03 was revised to require Quality Control to sign-off FCR's in Category I. areas as " work complete" following final inspection of the required work.

To determine the extent of the discrepancy, GPC Civil Field Engineering conducted a review of the FCR logs to identify the as-built FCR's signed-off prior to September 20, 1985, which involve Category I structural steel installations in the Unit 2 Auxiliary and Control Buildings.
Twenty-five FCR's were identified which meet these criteria.
Each of these FCR's will be evaluated to determine if required work was performed prior to sign-off.
The results of the evaluation will determine if the discrepancy is an isolated event or. if the evaluation scope should be expanded.
Any additional discrepancies identified in the evaluation will be documented and resolved in accordance with established procedures.

.Page Two Georgia Power Company expects to complete the evaluation described above by March 1,
1987.
Depending on the evaluation results, additional corrective actions relative to the violation may be required.
The evaluation will be documented and will be available at the site for USNRC review.
