August 26, 1999 ALL AGREEMENT STATES AND NON-AGREEMENT STATES STATE LIAISON OFFICIERS PROGRAM MANAGEMENT INFORMATION: REORGANIZATION OF THE OFFICE OF THE EXECUTIVE DIRECTOR FOR OPERATIONS (SP-99-058)
The Commission has approved a realignment of responsibilities within the Office of the Executive Director for Operations (EDO). The alignment entails one Deputy EDO focus on reactor programs, one Deputy EDO focus on materials programs, and one Deputy EDO focus on Management Services. The organizational chart is enclosed. The new organization became effective on August 9,1999.
Dr. Malcolm Knapp will serve as the Deputy EDO for Materials, Research and State Programs until September 20,1999. The Office of State Programs now reports to the Deputy EDO for Materials, Research and State Programs. Mr. Frank Miraglia will serve as the Deputy EDO for Reactor Programs and Ms. Patricia Norry will serve as the Deputy EDO for Management Services.
Dr. Carl J. Paperiello has been selected to succeed Dr. Knapp as the Deputy EDO for Materials, Research and State Programs, effective September 20,1999. At that time and through the remainder of his tenure with NRC, Dr. Knapp will assist with a variety of ongoing activities and will v.ork with Dr. Paperiello as he transitions into his new position. Succeeding Dr. Paperielio as Director of the Office of Nuclear Material Safety and Safeguards (NMSS) is Mr. William Kane, who is currently Associate Director for inspection and Programs in the Office of Nuclear Reactor Regulation (NRR). Dr. Knapp will be retiring in January 2000.
Dr. Paperiello joined the NRC's Region I office as an inspector in the reactor health physics area in 1975. Since that time he has served in a variety of key positions, including several positions in Region lli -- Chief of the Reactor Health Physics and Emergency Preparedness Branch, Director of the Division of Reactor Safety, and finally Deputy Regional Administrator from 1987 to 1993. In 1993, he moved to Headquarters as Director of the Division of Industrial and Medical Nuclear Safety in NMSS. Dr. Paperiello became Deputy Director, and then Director, of NMSS beginning in February 1995.
Mr. Kane joined the AEC/NRC in 1973 as a Reactor Licensing Project Manager, in 1985, he was appointed Deputy Director of the Division of Reactor Projects in Region I, where he served until his appointment as Division Director in 1987. In 1990, he was named Deputy Regional Adm!nistrator in Region I. In 1997, Mr. Kane moved to Headquarters, where he became Director of the Spent Fuel Project Office in NMSS, and in 1999 moved to his present position in NRR.
