Thank you for your letter of October 21, 1986, in response 'to our letter dated September 24, 1986. As a result of our review, we find that additional infor-mation is needed.
Nonconformance 86-01-03 states that there was no objective evidence that the

Welder Qualification Test (WQT) performed on February 27, 1984 by stamp No.
FB, WPS No. 21 Revision 0, was witnessed by an ITT Henze Quality Control representative. According to your response, the test was witnessed by ITT Henze Service Quality Manager, Jack Cahoon, Jr.
However, at the time of the inspection the welding operator test record provided to the NRC inspector for review did not have a signature approval indicating the WQT was witnessed, as shown in Attachment 1.
Was the copy of Attachment 1 that you provided in your October 21, 1986 response found after our inspection of your facility on June 23-27, 1986?
Nonconformance 86-01-08 refers to the absences of audits of the Earle Jorgensen Steel Company in 1984, and 1985. The Baseline Manual QAM-40, Section NR-1210.17 requires annual audits of vendors and subcontractors to update the Nuclear Services Branch QVL. What reference in your procedures precludes vendors and subcontractors (Earle Jorgensen 1984 and 1985 audit) from being subjected to annual audits based on the quantity of work that they perform for you under the "NR" quality pi agram?
