EARLY RESPONDERS WORKSHOP The Region III Office of the U.S. Nuclear Regulatory Commission is sponsoring an Early Emergency Responders Workshop on February 4-5, 1987, in Chicago, Illinois. Preceding the Workshop, from 1:00 p.m. to 5:00 p.m. on February 3, 1987, a FEMA Region V REP Conference will be held. Further information regarding the REP Conference will be provided to you by FEMA in separate correspondence.

The Early Emergency Responders Worksnup, described in Enclosure 1, will bring together representatives of the States, Department of Energy (DOE),

the Environmental Protection Agency (EPA), the Federal Emergency Managenent Agency (FEMA), and the Nuclear Regulatory Commission (NRC) with representatives of nuclear power plants and other major licensee's in NRC Region III. The purpose of the Workshop is to discuss lessons learned and current problem:; in the coordination and integration of emergency response efforts. Through the Workshop, we hope to promote a better understanding of our respective roles and coordination between responding organizations We have made arrangements with your agency's national office regarding your agency's participation in the workshop. Representatives of your agency will be taking part in discussions of your role in responding to a radiological emergency. We ark that you identify on the attached Pre-registration Form (Enclosure 2) any specific issues you believe should be covered during the Workshop, and return it by December 29, 1986.

The Workshop will t,e held at the Chicago Marriott O' Hare, 8535 West Higgins Road, Chicago, Illinois. It is tantatively scheduled to begin at 8:30 a.m on February 4 and end at 4:00 p.m. on February 5. A block of rooms has been reserved and you should call (312) 693-4444 or (800) 228-9290 to make your reservations. A special room rate of $65.00 per night has been arranged for Workshop attendees. Other area hotels are also available.

, We will provide you with a detailed agenda of the program as soon as possible.

We look forward to seeing you in February and believe the Workshop will present an excellent opportunity to exchange information and enhance the coordination and integration of emergency response activities.
