VIRGINIA ELECTRIC l.ND POWER COMPANY SURRY POWER STATION UNITS 1 AND 2 IMPLEMENTATION OF MISCELLANEOUS AMENDMENTS FINAL RULE WITH EXEMPTION REQUESTS SECURITY PROGRAM - REVISION #18 Pursuant to 10 CFR Parts 50 and 73 Amendments, " Miscellaneous Amendments Concerning Physical Protection of Nuclear Power Plants" and 10 CFR Part 73,
" Searches of Individuals at Power Reactor Facilities," the Surry Security Program is amended, with two exceptions further discussed below, and the amended chapters are herewith provided for your review and approval (Attachment 1).
We believe the proposed Surry Security Program, as submitted, meets the intent of the rules.
These changes are identified by a vertical bar and revision number located in the right margin of the affected pages.
l For clarity and continuity of the text, we are providing Chapters 1, 3, and 12 of the Security Program in their entirety. The changes to these chapters are identified as Revision #18.
In addition to the modifications required by the rules, additional program modifications are being submitted to Region II in Revision #18 in accordance with 10 CFR 50.54(p).
These changes are further identified by an asterisk placed adjacent to the revision number and vertical bar located in the right margin of the affected pages.
i The first exception to the final rule pertains to the requirement of 10 CFR l
73.55(e)(1), to protect onsite secondary power supply systems for alarm annunciator equipment and non-portable communications equipment as vital.
Pursuant to 10 CFR 73.5 and 50.12(a), we request exemption from this portion of the rule. Our bases for requesting the exemption is provided in Attachment 2.
We believe that the existing level of protection provided to the secondary power supply and implementation of the remaining portions of the rule still results in an everall increase in the level of protection afforded. This is consistent with the intent of the rule.

a The second exception to the final rule pertains to 10 CFR 73.55(d)(1),
to subject all persons except bonafide Federal, State, and local law enforcement personnel on official duty to equipment searches upon entry into a protected area.
Pursuant to 10 CFR 73.5 and 50.12(a), we request exemption from this portion of the rule. Our bases for requesting the exemption is provided in.
An application fee of $150 pursuant to 10 CFR 170 is also enclosed in support of the exemption request (Attachment 4).
The material enclosed herewith contains Safeguards Information as defined by 10 CFR 73.21 and its disclosure to unauthorized individuals is prohibited by Section 147 of the Atomic Energy Act of 1954, as amended.
