Dear Ms. Johnson:
By letter dated April l1',1997,~ Commonwealth Edison Company (Comed), the licensee for Byron Station, Units 1 'and 2, requested temporary relief fra the requirements of the 1974 Edition of-the American Society of Mechanical Engineers (ASME) Boiler & Pressure Vessel Code (Code),Section III, to support its efforts to temporarily install mechanical line stopping equipment in individual 24" diameter Essential Service Water (SX) cooling tower cell return piping lines. Additional information was provided in Comed's letter of July 10, 1997.
The purpose of the line stopping equipment will be to l
temporarily isolate SX riser piping and its associated cooling tower cell from l
the remaining seven cooling tower cells and basin. This will allow for replacement of the existing 24". diameter carbon steel riser piping with stainless steel piping and to allow for the replacement and refurbishment of each corresponding riser isolation motor-operated valve. The riser pipes will
-be replaced individually. The plant technical specifications require six of the eight cells to be operable, so the system will remain operable during the replacement activities.
The staff has reviewed. the. request for relief and concluded that the proposed alternative provides an acceptable level of quality and safety.
Therefore, the relief request is granted pursuant to 10 CFR 50.55a(a)(3)(1).
The results of our review are included in the enclosed Safety _ Evaluation.
