TECHNICAL SPECIFICATION CHANGE REQUEST (TSCR) NO. 155 GPUN requests that the attached revised page (Attachment 1) replace page 3-87a in the TMI-1 Technical Specifications.
II.
REASON FOR CHANGE Smoke detector AB-4-3 provided for Auxiliary Building Elevation 281'-0" Cable Gallery Zone 4 is being removed. Auxiliary Building Smoke Detector AB-4-3 is located at the top of the duct chase in fire zone FH-FZ-1 at Elevation 349'-0" and is inaccessible for maintenance and surveillance. The purpose for the Zone 4 detectors is to detect a fire in the Auxiliary Building Elevation 281'-0" Cable Gallery. Detector AB-4-3 is located in an area where it is ineffective for this function, and it is not required to be operable to meet the minimum number of operable detectors for this zone as specified by the Technical Specifications.
Accordingly, Technical Specification Table 3.18-1. Item 10, is revised to reduce the total number of smoke detectors available in Auxiliary Building Elevation 281'-0" Cable Gallery (Zone 4) from 4 to 3.
III. SAFETY EVALUATION JUSTIFYING CHANGE Smoke detector AB-4-3 is an Auxiliary Building Zone 4 detector located at the top of the duct chase at Elevation 349'-0".
The function of the Zone 4 detectors is to detect a fire in the Cable Gallery, Elevation 281'-0".
Due to the high air flow through the duct chase, AB-4-3 is not effective for detecting a fire in the Cable Gallery, Elevation 281'-0".
Technical Specification operability of smoke detector AB-4-3 has never been taken credit for due to the inaccessibility of the detector and the fact that its location in the duct chase makes it ineffective for detecting a fire in Cable Gallery, Elevation 281'-0".
Three additional smoke detectors are provided in Zone 4 These three smoke detectors are not affected by the airflow through the duct chase and are located to provide assurance that a fire in this zone will be detected.
The minimum number of smcke detectors required to be operable in accordance with Technical Specification Table 3.18-1, Item 10, for Zone 4, has not changed. Therefore, removal of smoke detector AB-4-3 does not reduce the margin of safety as defined in the bases for Technical Specification 3.18.1.
IV.
NO SIGNIFICANT HAZARDS CONSIDERATIONS GPUN has determined that this Technical Specification Change Request poses no significant hazards as defined by NRC regulations in 10CFR50.92, 1.
Operation of the facility in accordance with the proposed amendment would not involve a significant increase in the probability of occurrence or consequences of an accident previously evaluated.

NO SIGNIFICANT HAZARDS CONSIDERATIONS (CONT'D.)
The design basis accident related to this change is a fire in Auxiliary Building Elevation 281'-0" Cable Gallery Zone 4.
Deletion of smoke detector AB-4-3 has no effect on the probability of occurrence of a fire in this zone. The consequences c,f a fire in this zone are not affected because the minimum number of smoke detectors taken credit for in the existing Fire Hazards Analysis and required to be operable, in accordance with the Technical Specifications, has not been reduced.

Operation of the f acility in accordance with the proposed amendment would not create the possibility of a new or different kind of accident from any accident previously evaluated. The design basis accident related to this change is a fire in Auxiliary Building Elevation 281'-0" Cable Gallery Zone 4.
The deletion of a detector which is not required for adequate detection capability does not create a new or different kind of design basis accident from that previously evaluated in the Fire Hazards Analysis.

Operation of the facility in accordance with the proposed amendment would not involve a significant reduction in a margin of safety.
The margin of safety provided by the remaining smoke detectors located in the affected fire zone has not been affected or reduced. The minimum number of smoke detectors required to be operable, in accordance with the Plant Technical Specifications, has not been changed.
The Commission has provided guidelines pertaining to the application of the three standards by listing specific examples in 48FR 14870.
The proposed amendment is considered to be in the same category as example (i) of amendments that are considered not likely to involve significant hazards consideration in that the proposed change is an administrative revision to correct the number of available smoke detectors located in Auxiliary Building Elevation 281'-0" Cable Gallery Zone 4
- Thus, operation of the f acility in accordance with the proposed amendment involves no significant hazards considerations.
V.
IMPLEMENTATION We request that the amendment authorizing this change become effective upon issuance.
VI.
AMENDMENT FEE (10CFR170.21)
Pursuant to the provisions of 10CFR170.21, attached is a check for
$150.00.
