Owners'. Group Participation on Incident Investigation Teams In early August 1986, the Incident Investigation Procedures were provided to all Owners'. Groups, INPO, and NSAC for review and comment. The industry responses'have been reviewed and a number of our- procedures have been modified to incorporate the coments. The coments received were comprehensive and insightful.

As you know, the Executive Director for Operations has directed me to conduct regional workshops to better acquaint utility management with NRC's Incident Investigation Program. As part of the workshop, we will discuss our resolution of industry's coments on the procedures. We have invited representatives from each of the Owners' Groups to participate in one of the workshops. In coordi-nation with the regional offices, we are currently planning the workshops, and after we finalize the agenda and the schedule, I will comunicate these to you.

We have previously discussed with you our desire to have an NSAC representative participate on a future IIT. We have drafted the enclosed proposal guidance for industry participation in IITs. This is a draft procedure, and there may be further modifications based upon discussions with industry organizations, Owners' Groups, and NRC management.

We will be discussing industry participation during the workshops, tentatively scheduled to begin in January 1987. Thus, I would appreciate your review and comments on the proposed guidance by January 6, 1987. I propose that we meet and discuss additional details covering your participation while we are in Region V to hold the workshop.

i (To be inserted in Procedure 1) 1.7 Participation by Industry Organizations When an IIT is activated, industry representatives will be informed and their participation will be requested. Their participation brings both an independent perspective to the investigation and expert knowledge of industry.

In addition, industry participation ensures that licensees have insnediate access to facts regarding the safety implications of the incident from which they may feedback to industry for information, and for initiating potential preventative and/or corrective actions. Their participation should help expedite the investigation by timely assessment of significant issues and identification of the generic applicability of the issue. Industry participation is consistent with and fully supportive of the safety goals and objectives of the Incident Investigation Program.

After the EDO detennines that an IIT response is warranted, the Director, AEOD will inform the various industry groups * (INPO, NSAC, and the Owners' Group) regarding the IIT and invite their participation with the IIT in the investigation. The Director, AE00 will indicate the desired technical expertise that the industry representative should possess to ensure a positive contribution to the IIT's activities. The industry contact has the responsibility to select the industry individual in accordance with the same criteria that the NRC representatives are selected, i.e., (1) specific technical expertise. The industry contacts must satisfy the ED0 or upon his direction, the Director, AE0D that their representative is suitably qualified and meets the selection criteria. The EDO approves the IIT members on a case-by-case basis, i.e., each is reviewed and approved individually.

After the ED0 approves the composition of the IIT, all members will be advised of the location and time for the first IIT organizational meeting. The IIT leader will assign and organize the various investigative activities to the team members. All representatives should be relieved of other duties until the investigation is completed and the investigation report is issued, or they are released from the IIT by the IIT leader. The IIT leader may relieve from the IIT any personnel who do not remain with the investigation until the completion of the report, or as an outgrowth of any action which the IIT leader may consider prejudicial to the conduct of the investigation.

t 1.7.1 Assignment and Duties of IIT Membe_r_ss Each team member will participate in a complete review of the team's investiga-l tive report for technical accuracy and adequacy of the scope of the investiga-tion in his/her particular area of technical expertise. The IIT leader will obtain each team member's concurrence on the report signifying that the team i

i member has reviewed the report and that any differences of professional opinion

, have either been resolved or documented in an appendix to the report. Courtesy copies of the IIT final report will be provided to the participating team memb5rs.

1.7.2 Handling of Investigative Information All information obtained by team members will be brought to the attention of the IIT leader. Representatives may communicate verified factual event-related information to nuclear industry organizations in coordination with the team leader. This information should be transmitted only for purposes of prevention, remedial action, or other similar reasons to ensure public health and safety. The representatives will keep the IIT leader apprised of all information pertinent to the event. Common sense and good judgment must predominate in this matter. Contacts with news media will be made in accordance with established IIT procedures. (See Procedure 2) l
