(NRC INSPECTION REPORT NOS. 50 348/97-12 AND 50 364/97-12)
' Dear Mr. Morey:
On August 22. 1997, the NRC completed an inspection at your Farley Nuclear
Plant (FNP). The purpose of the inspection was to review fire protection
program activities to support the design-basis of silicone foam fire barrier
penetration seals and the Kaowool. Electrical Raceway Fire Barrier System
-(ERFBS) used to se)arate safe shutdown fuNtions as required by 10 CFR Part -
50. Appendix R.
11e enclosed report presents the results of that inspection.
Based on the results of the inspection, a violation of NRC requirements was
identified involving inadequate design control for the Kaowool ERFBS. The
design control program did not assure that applicable design specification
input requirements for Kaowool ERFBS were properly translated into plant
drawings, procedu_res and instructions,

In addition Generic thermal performance concerns associated with the Kaowool
fire barrier material and prior NRC acceptance of its use as a one-hour fire
barrier are under review by NRC Office of Nuclear Reactor Regulation (NRR).
The violation is cited in the enclosed Notice of Violation (Notice), and the
-specific circumstahces surrounding it are described in detail in the enclosed
report;
Please note that you are required to respond to this letter and
should follow the instructions specified in the enclosed Notice when preparing
your response.
The NRC will use your response, in_part, to determine whether
further enforcement action is necessary to ensure compliance with regulatory
requirements.
