Implementation of Upgraded Emergency Operating Procedures.
Gentlemen:
This letter is to inform you that Maine Yankee is in the final stages of implementing our newly upgraded Emergency Operating Procedures (EOPs).
Implementation should occur as planned by July 1, 1986.
Prior to final implementation, Maine Yankee identified several procedure steps requiring actions which are, or could lead to, technical specification violations.
In the cases identified, the required actions are appropriate in order to protect public health and safety in the event of an emergency.
The NRC has reviewed the Westinghouse Emergency Operating Procedure Generic Guidelines and Maine Yankee's justification for using those guidelines, References (b) and (c). The NRC and members of the Westinghouse Owners' Group developing the E0P Guidelines previously discussed the impact of certain E0P steps on technical specifications during the NRC's review of the Westinghouse Generic Guidelines. Additionally, Maine Yankee has completed a detailed verification and validation program to justify acceptability of the upgraded E0Ps.
This program consisted of applicability analyses, design comparisocs, and plant specific simulator demonstrations. Maine Yankee has concluded that the upgraded Westinghouse based Emergency Operating Procedures do not involve an unreviewed safety question.

Thadani, Director MN-86-83 Maine Yankee has discussed the matter of E0P steps which are, or could lead to, technical specification violations with Messers P. Sears and H. Goodman of your staff. He understand that technical specifications were developed primarily for normal operations and, therefore, may not be appropriate during certain accident conditions. He also understand that 10CFR50.54(x) would allow an operator to perform the E0P steps which violate technical specifications. Maine Yankee has concluded, therefore, that implementation of the new emergency operating procedures does not require changes to the technical specifications.
He trust that our understanding of this matter is accurate.
