ULNRC-1231, dated 1/3/86 Furnished herewith for your review are thirteen (13) copies of the Callaway Plant Operating Quality Assurance Manual (OQAM), Revision 9.
Pursuant to the requirements of 10 CPR 50.54 (a) and 10 CFR 50.71 (c) (3) (i), the OQAM has been revised to incorporate clarifications to the Operating Quality Assurance Program (OQAP) made since'tha last docketed revisions transmitted by Reference 1.
In addition to the thirteen (13) copies of OOAM (Rev. 9), please find enclosed one copy each of the following attachments which serve to explain / justify the changes made in OQAM (Rev. 9):
1.
OQAM (Rev. 9), Format A, which identifies both editorial and non-editorial changes through the use of italicized lettering and strikoovers.
2.
OOAM (Rev. 9), Format B, which identifies only non-editorial changes; editorial changes are incorporated into the OOAM text using standard lettering.
3.
Explanations and justifications for changes to the OQAM.

Mr. James G. Keppler Page 2 June 11, 1986 The revised OQAM (Rev. 9) continues to satisfy the requirements of 10 CFR 50, Appendix B.
Additionally, it must be noted that the OQAM (Rev. 9) reflects Union Electric organization changes as described in Reference 2.
As an aid to understanding the changes to the manual, it is suggested that a meeting be arranged at your earliest convenience between Union Electric and NRC personnel.
