OF MEETING WITH NEl REGARDING NEl'S GUIDELINE FOR IMPLEMEN~. LNG THE LICENSE RENEWAL RULE On September 24,1997, representatives of NEl met with the Nuclear Regulatory Commission (NRC) staff to disuss future industry activities associated with development of the NEl
" Industry Guideline for implementing the Requirements of 10 CFR Part 54 The License Renewal Rule," NEl 95-10. The staff proposed tc endorse NEl 95-10 as an acceptable approcch for implementing the license renewal rule in its Draft Regulatory Guide, " Standard Format and Content for Applications to Renew Nuclear Power Plant Operating Licenses,"
DG-1047. A list of meeting attendees is provided in Attachment 1.
The meeting was requested by NEl to discuss with the staff its plans for revising NEl 95-10 and to address a number of the topics that need additional guidance. The importance of NEl 95-10 to the industry was reiterated by NEl, particularly for the licensees that will follow the two licensees, Baltimore Gas & Elect,1c (BG&E) and Duke Power Company (Duke), cuirently submitting license renewal technical reports for staff review, As discussed in the Commission paper, SECY-97-118, dated June 5,1997, the staff determined that the experience to be gained from the review of plant specific and owners group technical reports is needed before guidance can be develeped on a number of significant issues that have been identified.
However, NEl expressed interest in continuing to interact with the NRC staff on selected isw s for which guidance may be developed without the need for additional review experience. The following topics were identified by NEl as areas where the industry may pursue guidance development:

Clarification of the use of operating experience The staff agreed that these topics had previously been identified as needing additional guidance and intends to address them in its development of the license renewat standard review plant (LR SRP) and regulatory guide (RG) as experience is gained. NEl was requested to inform the staff of its plans for (1) identifying and documentitig positions as they are established in the ongoing reviews, (2) developing and submitting proposed guidance to the sterf, and (3) establishing a system to trach needed revisions to NEl 95-10. The staff is also developing its process to track and incorporate into the LR-SRP and RG positions that are established during its ongoing reviews.
NEl indicated that its license renewal task force responsible for NEl 9510 plans to meet approximately every 4 to 6 weeks to begin addressing these topics. BG&E and Duke will use this forum to keep the industry informed of their plant specific review experience and to discuss positions being taken. The NRC staff agreed to conduct public meetings with NEl on a similar schedule to present experience ga'ned, positions established, and potential revisions to NEl 95-10. However, as stated to the Commission in SECY 97-118, the staff intends to focus its resources on toe review of BG&E and Duke technical reports and owners group reports being referenced by BG&E and Duke.
The staff also identified the following documents that have been or are in the process of being issued that contain implementation guidance:

September 19,1997, staff letter to NEl regarding determination of aging management review for electrical components.
B.
September 24,1997, staff letter to NEl regarding the status of the structures action plan and review of NEl 96-03, " Industry Guideline for Monitoring the Condition of Structures at Nuclear Power Plants."
C.
NUREG-1611," Aging Management of Nuclear Power Plant Containments for License Renewal,"is approved and is being published.
D.
Revised working draft LR-SRP sent to the NRC's Public Document Room by memorandum dated September 21,1997.
The staff intends to use the revised working draft LR-SRP as an aid in reviewing license renewal submittals. During the reviews, staff, licensees, owners groups, and other interested pardes may identify technica! and procedural issues. However, the staff is not soliciting
4 3-comments on the working draft. Public comments will be officially requested in the Federal Register when the draft LR SRP is issued. The working draft LR SRP is intended to be a living document that *.he staff will revise as it gains review experience. At appropriate times, the staff plans to correspond with NEl and arrange public meetings to address the generic aspects of both the technical and procedural issues and possible changes to NEl 9510.
