Dear Mr. Cole:

In connection with the above-captioned proceeding, Mr. Edwin Stier requested that copies of the following documents be sent to you for your review:

1. A memorandum dated April 1, 1986 for the Commission entitled "Results of NRR's Investigation and Evaluation of Ten Licensed Operators Involved in TMI-2 Preaccident Leak Rate Testing Irregularities". The memorandum, along with its 17 enclosures, documents the Staff results of the joint OI/N9R investigation into the involvement of ten individuals in TMI-2 preaccident leak rate testing irregularities. Certain information in the memorandum and enclosures has been deleted from the enclosed copy because the Presiding Board has determined that it is outside the scope of the hearing; other information has been deleted because of Privacy Act requirements.
2. A memorandum dated September 20, 1985 from William T. Russell to Harold R. Denton entitled "Stier Report on TMI-2 Leak Rate Test-ing. " This document compares and contrasts the results of the Staff's technical evaluation of individual leak rate tests with those of Mr. Stier.
3. An Office of Investigations (OI) Report of Investigation entitled "Three Mile Island-2: Investigation of Individual Operator Actions Concerning the Falsification of Leak Rate Test Data " March 5, 1986. This Report contains the results of OI's joint investigation with NRR into TMI-2 leak rate irregularities. I am not enclosing the transcripts of individual interviews that were appended as exhibits to the Report, as I understand that you do not expect to need them for your review.

Also deleted from the NRR and OI reports is information, subject to a protec-tive order, which allegedly discloses matters before a grand jury. If a determination is made that the protective order should be lifted, I shall for-ward the additional information to you.
