SUBJECT: NRC RADIATION PROTECTION INSPECTION REPORTS 50-266/97018(DRS);

50-301/97018(DRS) AND NOTICE OF VIOLATION

Dear Mr. Patuiski:

On August 29,1997, the NRC completed an inspection of the radiation protection program at

your Point Beach Nuclear Power Plant. The results of this Inspection were discussed en that

date with Mr. Paul Tindall and other members of your staff. The enclosed report presents the

results of that inspection.

Areas examined during this Inspection included a review of self reading dosimeter celibration,

radiation work permit program and condition reporting system implementation, health physics

. organization effectiveness, and transportation of radioactive material. Within these areas, the

inspection consisted of a selective examination of procedures and representative records,

observations, and interviews with personnel,

Overall, the radiation work permit program, health physics organization and radioactive material

transportation program were effectively implemented. However, a violation of NRC

requirements was identified, involving the failure to calibrate several emergency plan self

reading dosimeters within the required time frame and the failure to maintain calibration reccrd

for many of the dosimeters calibrated in June 1997 Of particular concem with this violation

was the length of time it tcok to resolve the calibration problems once they were identified.

This violation is cited in the enclosed Notice of Violation, and the circumstances surrounding the

violation are described in detail in the enclosed report. Please note that you are required to

respond to this letter and should follow the instruction specified in the enclosed Notice when

pieparing your response. The NRC will uso your response, in part, to determine whether

further enforcement action is necessary to ensure compliance with regulatory requirements,

in accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter, its

enclosures, and your response io this letter will be placed in the NRC Public Document Room.
