SUBJECT:
NRC DRESDEN EMERGENCY PREPAREDNESS EXERCISE INSPECTION
REPORTS 50-237/97014(DRS); 50-249/97014(DRS)
Dear Mr. Perry:
On August 22,1997, the NRC completed an inspection of your emergency preparedness
biennial exercise at the Dresden Nuclear Power Station. The purpose of the inspection was to
evaluate tne performance of the emergency response organization and review previous
emergency preparedness open items. The enclosed report presents the results of that
inspection.
Areas examined within your emergency preparedness exercise performance are identified in

the report. Within those areas, the inspection consisted of a selective examination of
}
procedures and representative records, observation of performance, and interviews with staff.

The objective of the insrsection effort was to determine whether activities authorized by the
license were conducted safely and in accordance with NRC requirements. Based on the results
.
of this inspection, no violations of NRC requirements 3 .re identified.
Control Room Simulator crew performance was professional and demonstrated effective
response to the emergency conditions. Communications by the crew were crisp and efficient.
The Technical Support Center performance was marked by strong command and control by the
Station Director. The Operations Support Center staff performance exhibited some minor
problems with facility briefings and the plant public address system. The Corporate Emergency
Operations Facility personnel demonstrated good know; edge of their emergency duties and
provided a smooth transfer of command and control to the facility,
in summaty, the emergency response activities observed during this inspection were effectively
implemented. Simulated events were accurately diagnosed, proper mitigation actions were
performed, and offsite agencies were notified in a timely manner. Interfacility transfers of
command and control of event response were orderly and timely.
