Subject:
Quarterly update on Grand Gulf Emergency Preparedness Program and Issues of Mutual Concern On September 29, 1986, representatives of Mississippi Power and Light Company, including a representative from the TERA Corporation and a representative from the State of Mississippi, met with personnel from the NRC headquarters' and the Region II Offico in Atlanta, Georgia.
MP&L requested the meeting for the following reasons:
(1) to provide a quarterly update regarding the Grand Gulf Emergency Preparedness Program, (2) to provide justification regarding proposed
. modifications' to the Protective Action Recommendations (PARS) Scheme following the declaration of a General Emergency, (3) to discuss' the upcoming exercise scheduled for December 1986, and - (4) discuss EP issues of a mutual concern (including the introduction of a recently hired Supervisor of Emergency Preparedness).
The attendance list is enclosed as Attachment A to this summary.
The meeting highlights were as follows:

Further
, justification for this approach was provided by a representative from the TERA Corporation 9ho conducted an independent review of the proposed methodology to demonstrate compatibility, although more conservative, with the federal. guidance as outlined in Appendix 1 of NUREG-0054/ FEMA-REP-1 and Figure 1 of Information Notice No. 83-28

Further concurrence regarding this proposed methodology was expressed by the State of Mississippi representative.
The licensee representatives were informed by the NRC that a letter from MP&L providing justification as presented during the meeting would be an acceptable response to the NRC letter dated June 16, 1986, regarding proposed modification to the PAR scheme. However, a concern was expressed by the NRC regarding the status of sirens and warning systems to offsite populations in the event of a wind shift occurring, or a change in PARS.
A licensee representative committed to providing a response to this matter along with the justification for modifying the PAR scheme.
No further questions or concerns were expressed regarding this netter.
The licensee indicated that the following activities have occurred since the last quarterly update:
- 1) a new Supervisor of Emergency Preparedness was recently hired,
- 2) three practice exercises were conducted during July / August that involved various components of the emergency organization -(onsite and offsite),
- 3) monthly meetings are held with State / local. agencies,
- 4) new operational hotline equipment (selective signaling system) had been ordered and should be installed and operational by the end of 1986 (however, will not be used during the December exercise),
- 6) working general review / revisions to EP program administrative procedures,
- 7) an MP&L and System Energy Resources Incorporated (SERI) transition plan has been developed and approved (SERI is now 90% owner of Grand Gulf Nuclear Station), and 8) proceedings are underway to transfer offsite letters of agreement to SERI using SERI letterhead.
There were no questions or concerns in this area.
December 1986 Exercise A licensee representative provided information regarding the current exercise date and starting time.
In addition, a licensee
. representative indicated that flexibility in the exercise starting time was necessary due to NRC conducting operator training requal exams synonymous with the week of the exercise.
No further questions or concerns were expressed.
