CHARCOAL FILTER TESTING LERs Kurt Cosins, NEl As we discussed in our conference call on August 24,1999, I have checked on the 50.73 reportability of testing charcoal filters in accordance with Generic Letter 99-02.
1.- GL 99-02 tells licensees they can/should request a TS change to do charcoal testing per a 1989 standard instead of a 1979 standard.
- 2. The GL also tells them that in the interim, pending approval of the TS change, licensees can/should test to the 1989 standard.

- 3. Although a different test is involved, the 1989 standard is consistently more stringent than testing to the 1979 standard.
Therefore, I don't believe that this practice is reportable as a condition prohibited by the TS under 10 CFR 50.73(a)(2)(i)(B), because testing to the 1989 standard is consistently more stringent than testing to the 1979 standard. It was not our intent to have the licensees file an LER because they are following the guidance of the generic letter.
