ORDER
- By Order dated July 31, 1986, the Comission directed the ' Licensing Board in this proceeding to certify to the _ Commission for decision the record relevant to a disagreement between the Board and the Commission's Office of Investigation over disclosure of certain investigatory materials. Applying the principles set out in the Comission's two policy statements on disclosure of investigatory materials, the Commission has balanced the needs of adjudication against the needs of confidentiality and an ongoing investigation, and has concluded against disclosure of the materials being sought for adjudication.
